Professional Biography

Steve Boughton assists clients with federal energy and environmental regulatory matters including resolving novel problems arising under the Federal Power Act, the Public Utility Regulatory Policies Act, the Energy Policy Act of 2005, and the National Environmental Policy Act.  Steve’s regulatory experience includes advising on transmission development and rate issues affecting utilities in RTO’s/ISO’s, jurisdictional boundaries between the Federal Energy Regulatory Commission (FERC) and the States, regulation of distributed generation including microgrids, and public policy matters concerning the intersection of climate change mitigation and the energy industry.

During law school, Steve practiced as a transactional student attorney in the George Washington University’s Small Business & Community Economic Development Legal Clinic, where he was also a student director managing matters for startups and nonprofits.  He worked as a research assistant on matters of Impact Investing and Social Entrepreneurship.  Steve participated twice in the West Virginia University National Energy Moot Court Competition arguing contemporary matters affecting the electric and gas industries including judicial review of FERC orders, Clean Water Act interpretation, eminent domain under the Natural Gas Act, and State Sovereign Immunity.

Prior to law school, Steve earned his MBA and worked as a Mergers & Acquisitions analyst for an independent power producer and asset manager.  He performed financial due diligence for acquisition and divestiture of assets primarily in the PJM Interconnection as well as hydroelectric relicensing.  Afterwards, Steve worked as a risk management consulting for a global insurance company, evaluating risks to their power generation portfolio. His experience spans all power generation technologies.

Steve also possesses extensive experience working with entrepreneurs and early-stage companies particularly in the social impact sector.  He advises clients on growth strategy and securing investment.
