Professional Biography

Health care providers and health-related companies, financial institutions, medical device and pharmaceutical manufacturers, and investors turn to attorney Lesley Yeung for guidance on industry trends, policy developments, and advice on coding, coverage, payment, and compliance under Medicare, Medicaid, and other government and commercial third-party reimbursement programs.

For more than a decade at Epstein Becker Green, Lesley has represented health care providers, payors, private equity firms, and other investors. Lesley counsels clients on legal and policy issues related to Medicare, Medicaid, TRICARE, VA, and commercial payors. She has extensive experience developing comprehensive strategies for medical device and pharmaceutical manufacturers on coding, coverage, payment, and regulatory compliance issues under Medicare, Medicaid, and with commercial payors. She also advises on commercialization strategies and compliance related to artificial intelligence, digital health (including prescription digital therapeutics), and telemedicine.

In addition to coding, coverage, and payment issues, areas of Lesley’s counsel include new payment methods, such as accountable care and pay for value, as well as HCPCS codes, CPT codes, J codes, and Q codes. She also advises clients regarding new and evolving federal and state health care regulatory issues, such as the Hospital and Health Plan Price and Transparency in Coverage Rules, the No Surprises Act and similar state surprise billing laws, the Inflation Reduction Act, and the Mental Health Parity Laws.

She also assists health care providers and payors with compliance issues, including defending government investigations relating to health care fraud and abuse arising under anti-kickback laws, the Stark Law, and the False Claims Act.

Earlier in her career, Lesley clerked at a large nonprofit membership organization, where she supported litigation efforts related to the provision of long-term care services under the Americans with Disabilities Act. Prior to attending law school, Lesley was a health insurance specialist at the Centers for Medicare & Medicaid Services. She also previously worked as a program analyst at the Department of Health and Human Services and as a presidential management fellow at the National Institutes of Health.
