Feroze Abbas (Partner - qualified in 2003) advises on all aspects of planning and environmental law, local government vires and housing regulation. Feroze acts for and advises public bodies, investors and funds in delivering varying types and mixes of regeneration and development schemes.
Specific relevant experience includes providing planning advice and drafting of complex development, S106, highways and other statutory agreements for public authorities. Feroze also advises public authorities on vires powers, regulatory issues and transactional structuring.
Feroze has over 7 years experience working in-house with public authorities, including managing an in-house legal team. Feroze is uniquely placed to understand the needs and complexities associated with working with and for public sector organisations.
In his current role at the firm he continues to have a close relationship with public authority organisations providing external planning legal support and being the principal K&L Gates point of contact for work with the London Borough of Hounslow. Other public authority clients Feroze advises regularly include London Borough of Barking and Dagenham, Rushmoor Borough Council, Telford & Wrekin Council and TfL.
Feroze is responsible for drafting complex bespoke development agreements, s106 agreements for key regeneration sites and advising on planning, highways, transport, compulsory purchase and environmental aspects of proposed urban regeneration projects. Feroze liaises directly with internal planning, housing and regeneration officers and conducts negotiations with developers on behalf of public authority organisations. He also advises on Local Government and Public Authority vires and regulatory issues (including Housing regulation) and provides procedural advice as and when required.
Feroze has assisted in delivering varying types of development including commercial, office, residential and mixed use schemes.
Feroze also has particular experience in PPP/local authorities and RSL Housing delivery models.
