Professional Biography

Chanel O’Neill heads Cornerstone Research’s energy and commodities practice. She has more than fifteen years of experience conducting economic analysis for complex business litigation and regulatory matters. She specializes in cases involving energy and securities, including antitrust issues that arise in those markets. Ms. O’Neill has consulted in all phases of litigation, including pre-litigation investigations, class certification, deposition, mediation, trial, and settlement.

Energy and commodities

In these markets, Ms. O’Neill has led projects involving:

  • Alleged gasoline price fixing, and alleged market manipulation of oil futures
  • Valuation of crude oil options and futures, oil refineries, and electric utilities, including in situations of financial distress and bankruptcy
  • Analysis of regional short- and long-term petroleum production, electricity supply and demand, and U.S. coal supply and demand
  • Analysis of precious and base metals markets

Securities and financial institutions

Ms. O’Neill has worked on cases involving auction rate securities, credit default swaps, mutual funds, mortgage-backed and other asset-backed securities, options, corporate and government bonds, interest rate derivatives, and stocks traded on U.S. and foreign exchanges. In these matters, she has:

  • Reviewed internal investigations of financial institution trading models and practices
  • Examined alleged trader collusion in setting spreads in a number of derivative products
  • Determined loss causation and damages related to a Ponzi scheme
  • Analyzed credit rating agency methodologies, and valuation of many securities

Antitrust and competition

For antitrust and competition cases, Ms. O’Neill has analyzed markets for petroleum products and credit cards, in addition to addressing antitrust allegations in alleged market manipulation cases involving derivatives.

Prior to joining Cornerstone Research, Ms. O’Neill worked as a policy analyst for former Secretary of State James A. Baker and as a research assistant for ICF International. Ms. O’Neill coauthored the “Competition & Antitrust Committee Report” in the Energy Law Journal in 2009 and 2010. With Greg Leonard, she also coauthored a chapter on metals in Commodities: Markets, Performance, and Strategies (Oxford University Press, 2018).
