OFCCP Updates Its Key Personnel; Quietly Announces New Director

According to an update on the website of the Office of Federal Contract Compliance Programs (OFCCP), there has been a shift in some “key personnel.” According to the changes, Ondray T. Harris will be the new OFCCP director. Harris was previously a senior adviser at the U.S. Department of Labor’s (DOL) Employment and Training Administration and the director of the Department of Justice from 2007 to 2010.

The DOL has not officially announced Harris’s appointment, which comes more than one year after Patricia A. Shiu stepped down as OFCCP director in November of 2016. Harris is replacing Thomas M. Dowd, who has been OFCCP’s acting director since replacing Shiu. Dowd is now listed as OFCCP’s deputy director.

After working for the Justice Department, Harris worked as a legal adviser and consultant in various capacities in the Washington, D.C. area. He also worked as executive director of the D.C. Public Employee Relations Board, a “quasi-judicial, independent agency that resolves labor-management disputes between agencies of the District government and labor organizations representing agency employees.”

Harris received his law degree from Washington and Lee University School of Law in 1996 and a Bachelor of Arts degree from Hampden-Sydney College.
