July will be a big, beautiful, and busy month for federal lobbyists. Two separate Lobbying Disclosure Act (LDA) filings are due later this month: quarterly lobbying reports (LD-2) for the second quarter of 2025, and mid-year contribution reports (LD-203).
Each LDA registrant must file an LD-2 report on or before Monday, July 21, to disclose all federal lobbying activity and related income or expenses from April 1 to June 30. Additionally, every registrant—and every individual who is an active federal lobbyist—must file an LD-203 report by Wednesday, July 30, identifying the recipient, date, and amount of certain federal contributions made between January and June of this year. On the LD-203, registrant organizations and individual lobbyists must include any contribution of $200 or more that they gave to a federal candidate, leadership PAC, or political party committee, as well as any payment (regardless of amount) made in connection with an event honoring or held in the name of a covered official in the executive or legislative branch, among other information.
The LD-2 and the LD-203 reports are both filed electronically, using different e-filing systems: LD-2 reports are filed with the Lobbying Disclosure Act Online Reporting portal, while LD-203s are submitted through the Lobbying Disclosure Act Contributions Reporting system. Filing extensions are not available for either report.
