Tim McLister focuses his practice on government contracts and procurement matters. He regularly advises clients in Small Business Administration initiatives (SBA) and contract formation work, including forming joint ventures, negotiating teaming agreements, and developing small business subcontracting plans. He also provides advice regarding the Buy American Act (BAA), Free Trade Agreements (FTA), and export controls. He has negotiated contracts and litigated bid protests and claims before the Government Accountability Office (GAO), Court of Federal Claims (COFC), Armed Services Board of Contract Appeals (ASBCA), Civilian Board of Contract Appeals (CBCA), as well as federal and state courts. He has experience in the aerospace and defense sectors, as well as cybersecurity, renewable energy, maritime, technology services, and schedule contracting.
Prior to entering private practice, he served as an Active-Duty Captain in the United States Army Judge Advocate General’s (JAG) Corps where he represented the United States Army in its litigation and procurement strategy. He also served as the Senior Trial Counsel for the nation’s Contingency Corps where he managed a team of prosecutors at the nation’s largest military installation. Further, he deployed to Baghdad, Iraq, and Kuwait in support of Combined Joint Task Force – Operation Inherent Resolve where he advised a three-star general command in the acquisition of critical supplies and services throughout a contingency operation. Tim holds a Top Secret, Sensitive Compartment Information clearance and a Master of Business Administration with a finance concentration.
