Elaine Hillgrove is a member of the Public Policy Transportation, Infrastructure & Local Government Practice, where she works with our other practice group members in providing strategic counsel to public and private sector clients, including state and local governments, transit authorities, airports, universities, and public-private partnerships.
Prior to law school, Elaine worked as a middle grades English teacher in rural North Carolina. While teaching, she redeveloped the curriculum, resulting in an increased proficiency rate from 7.2% to 34.1%, and achieved student growth in the top 20% of all teachers in North Carolina.
During law school, Elaine served as a clerk to the Honorable Cheri Beasley of the North Carolina Supreme Court. While at the court, Elaine conducted extensive case law and statutory research and analysis. In addition, she reviewed trial records to determine if the court should issue extraordinary writ.
In Elaine’s third year of law school, she was a member of the University of North Carolina’s Consumer Financial Transaction Clinics, where she worked with low income individuals defrauded by lenders.
