Professional Biography

Dave Allman is a partner at the firm and a member of the Antitrust, Competition, and Trade Regulation practice. Prior to joining the firm, Dave was an of counsel at a Washington, D.C., firm where he focused his practice on national security and global trade, investigations, and regulatory and government affairs. 

Dave brings a wealth of experience and expertise in international trade matters, with a career spanning over fifteen years. His extensive background includes serving as the Director of International Trade Compliance (ITC) and Legislative Affairs at a notable aerospace and defense company, where he led and oversaw the company's comprehensive ITC program. Under his direction, the program, which Dave himself developed, successfully addressed a wide spectrum of regulatory regimes governing international trade and export licensing. This included adept handling of critical frameworks such as the ITAR, EAR, Customs, OFAC sanctions, Anti-Boycott, BATFE, the FCPA, and pertinent host-nation Anti-Corruption policies.

Throughout his career, Dave has excelled in navigating the complex congressional notification process for exports surpassing thresholds under the Arms Export Control Act, demonstrating his acumen in managing high-profile and sensitive export control matters. Dave also counsels large multinational corporations across the spectrum of cross-regulatory regimes. Notably, he played a pivotal role as the lead investigator for another large aerospace and defense company under a consent agreement, diligently probing potential violations of export controls.
