Andrew is a recognized leader in the international antitrust sphere and advises clients in a wide range of antitrust proceedings (both before the FTC and the DOJ), with a particular focus on the defense of cartel investigations, multi-claim antitrust litigation, and merger clearances under the Hart-Scott-Rodino Act. He began his legal career at the FTC, where he helped initiate several high-profile antitrust enforcement actions, while also assisting the Commission leadership in setting broad antitrust enforcement policies and agenda. Over the last 20 years, Andrew has counseled numerous leading global corporations facing high-risk antitrust proceedings from diverse industries that span semiconductor, display, automotive, lithium-ion batteries, energy, transportation, and consumer/ medical products. Often, due to the cross-border nature of these matters, Andrew serves as global coordinating counsel for his clients to shepherd parallel, simultaneous proceedings that are progressing in multiple jurisdictions to achieve the best outcome.
Andrew also advises his clients that face potential product safety and liability issues in numerous challenging contexts. Specifically, he represents clients that conduct product safety recalls in connection with the U.S. Consumer Product Safety Commission (CPSC) and its counterpart agencies around the globe and also represents those clients in defending U.S. consumer class actions that could arise from such product safety or recall issues.
Andrew also maintains an active practice out of Asia Pacific, advising his clients in the region on a wide range of issues affecting their U.S. and global operations. Due to the multifaceted functions that he plays in this role, Andrew advises his clients on a broad spectrum of legal issues – including advising on corporate internal investigations, providing US regulatory compliance risk assessments (such as data privacy, sanctions, and export controls), and managing sensitive cross-border dispute resolutions and arbitration matters.
