The Week Ahead in the European Parliament – November 4, 2016

After the tribulations concerning Member States’ ratification of the EU-Canada free trade agreement (“CETA”) last week, this week’s plenary will be an important opportunity for Parliament to reflect on EU trade policy. On Wednesday, November 9, Trade Committee MEPs will debate the future of EU trade policy with a panel global trade leaders, including­ Cecilia Malmström, European Commissioner for Trade, Karl Brauner, WTO Deputy Director-General, Paul Brenton, the World Bank’s lead economist, and other experts from the IMF, OECD, UNCTAD, the International Trade Centre and Oxfam.  On Thursday, November 10, MEPs in the International Trade Committee (“INTA”) will debate CETA, which will need Parliament’s consent in order to be formally ratified. The Parliament is expected to give such consent.

On Tuesday, November 8, the Civil Liberties Committee will discuss data protection and the so-called EU-U.S. “Umbrella Agreement” on data sharing for law enforcement. The Umbrella Agreement governs the exchange of personal data between European and American law enforcement agencies, and provides citizens with guarantees as to how such agencies in each jurisdiction will use their data. The agreement was signed on June 2, 2016 by the European Union (represented by Council Presidency and European Commission) and the U.S., after five years of negotiations, but requires Parliament’s consent to be ratified.

Also on Tuesday, the Parliament’s Committee of Inquiry into Money Laundering, Tax Avoidance and Tax Evasion (“PANA”), set up in the wake of the revelations contained in the so-called “Panama Papers” will hear testimony from Věra Jourová, the Commissioner for Justice, Consumers and Gender Equality, who is responsible for the EU’s anti-money-laundering policy. The Panama Papers remain a politically charged subject whose consequences continue to be felt across Europe. In Iceland (not an EU member state), the ruling party’s links to the scandal almost saw the anti-establishment Pirate Party win office in elections on October 29. The PANA Committee was established in June with 65 members, and is expected to produce its report within 12 months on contraventions of, and maladministration concerning, EU money laundering, tax avoidance and tax evasion laws.

Finally, on Thursday, November 10, the Parliament’s Transport and Tourism Committee (“TRAN”) will vote on an upgrade to the EU’s aviation safety rules. The European Commission originally proposed replacing the current 2008 Regulation on civil aviation safety in December 2015, given the increased utilization of the Union’s airspace and the growing use of novel technologies including drones. The proposal includes an EU safety framework for drones, and further defines the powers and management structure of the European Union Aviation Safety Agency (“EASA”), amongst other measures.
