This is not good news.
Through the hard work of R.E.A.C.H., and others, robocall volumes dropped continuously through all of 2024.
The result–over 2 billion less calls in 2023 than in 2024!
While that’s great news, 2025 has seen a massive reversal in the trend. Indeed, robocalls have been up every month this year so far.
The worst part?
April, 2025 saw the most robocalls since August, 2023!
In fact, January-April, 2025 has seen the highest volume of robocalls since the epidemic peaked in 2019.
Not good.
So what’s going on here?
We know the FCC’s TCPA one-to-one rule was shelved back in January. That may have unleashed the floodgates. Perceptions that the Trump administration–and the effort to deregulate American business– would result in less robocall enforcement may also be playing a role here.
Perhaps most striking, the volume of robocalls attributable to “telemarketing” has more than tripled since April, 2019. At that time there were approximately 539MM marketing calls.
In April, 2025– by contrast– there were 1.7BB telemarketing robocalls. In one month!

Without question, practices in the lead generation industry are contributing to this rise– as is the rise of outbound AI calling practices. One thing is clear, however: the mission of R.E.A.C.H. is more important than ever before.
Will keep a very close eye on this trend. As robocalls skyrocket again we can expect the regulators and Congress to look to pass more anti-robocall bills. (But usually they just end up making things worse.) And any prayer of tort reform– as TCPA cases shoot through the roof–now seems off the table.
Hopefully they’ll listen to the Czar and fix this mess once and for all!
