China’s National Intellectual Property Administration Releases Revised Measures for the Expedited Examination of Trademark Registration Applications

On July 18, 2025, China’s National Intellectual Property Administration (CNIPA) released the revised Measures for the Expedited Examination of Trademark Registration Applications (商标注册申请快速审查办法). The Measures provide for completing examination within 20 working days of approval of a request for expedited examination.  Unfortunately, due to the requirement of a recommendation from the central or local government or local IP office, foreigners are unlikely to be able to use this program.

Per Article 2 of the Measures, trademark applications are eligible if the designated good or services: 

(1) Relate to strategic emerging industries related to commercial aerospace, low altitude economy, deep-sea technology, and future industries such as biomanufacturing, quantum technology, embodied intelligence, and 6G that urgently require trademark exclusive rights for national development;
(2) Relate to national or provincial major projects, major projects, major scientific and technological infrastructure, major events, major exhibitions, and important cultural heritage, where trademark protection is urgent;
(3) Involve the construction of a modern industrial system promoted by the provincial people’s government, the layout of the industrial chain around the development of new quality productivity, and the use of trademarks;
(4) During major natural disasters, major accidents, major public health incidents, major social security incidents, and other sudden public events that are directly related to responding to such emergencies;
(5) Are necessary to promote the implementation of the Outline for Building a Strong Intellectual Property Country in order to serve the high-quality development of the economy and society, or to have significant practical significance for safeguarding national interests, social public interests, or major regional development strategies.

While the trademark application must be filed electronically, the following materials must be submitted in paper: 

(1) Request for expedited examination of trademark registration application;

(2) Certification materials that comply with the provisions of Article 2 of the Measures;

(3) A recommendation on the request for expedited examination issued by the relevant departments of the Central Government and State organs, the provincial people’s government or its general office; or a review opinion on the reasons for the request for expedited examination and the authenticity of the relevant materials issued by the provincial intellectual property management department.
