Rob Broom is an associate in the Energy & Natural Resources Practice based in London. Rob’s practice focuses on advising utilities, governments, sponsors, borrowers and financial institutions on all aspects of the energy sector, including renewable and thermal power development, electricity and gas regulation, electricity transmission and distribution, energy trading (both OTC and exchange) and supply, and general commercial advice across the energy spectrum covering wind, solar, district heating, CHP, smart meters, smart grids, networks for electricity, gas (both regulated and private), AD and biogas to grid. He has both in-house and private practice experience.
Rob has been recognised as “a real standout” in The Legal 500 2020 for Power (including electricity, nuclear and renewables).
Rob has particular expertise in the UK electricity market and its regulatory framework. He advises on energy sector commercial contracts, including Energy Trading Services Agreements (ETSAs), power purchase agreements (PPAs), Renewables Obligation Certificate (ROC) and Renewable Energy Guarantees Origin (REGO) Trading Master Agreements, ISDAs, Gas Netting Agreements and Gas Trading & Shipping Services Agreements. He was part of a team that drafted the industry standard REGO Trading Master Agreement template and has advised the Association of Decentralised Energy (ADE) on the establishment of a demand side response (DSR) Code of Conduct ahead of the launch of a voluntary Code Compliance Scheme for DSR aggregators called "Flex Assure", and sits on the Oversight Committee of the Scheme.
Rob is very familiar with the Contract for Difference (CFD), Capacity Market, Feed-in Tariff (FiT), Renewables Obligation (RO) and Renewable Heat Incentive (RHI) schemes. He is the author of several published articles on renewable energy development and regulation, as well as a frequent presenter on these issues.
Rob's experience also includes a 10-month secondment to an electricity supplier.
Prior to becoming a lawyer, Rob worked for the commodities energy (Oil, Gas & Coal) risk desk at a leading investment bank for two years.
