Attorney Rachel Weisblatt helps health care clients ensure compliance with federal and state regulations and guides them through a wide variety of transactional matters. She works with clients throughout the health care and life sciences industries, including health systems, hospitals, academic medical centers, and pharmaceutical companies.
In particular, Rachel has experience advising clients on regulatory matters, such as the federal Anti-Kickback Statute, the Stark Law, and other fraud and abuse laws; HIPAA and other federal and state data protection and privacy laws; the EU General Data Protection Regulation; and state and federal licensure issues. She also negotiates contracts for health care clients, including affiliation agreements, master services agreements, data use agreements, business associate agreements, and physician consulting and employment agreements. In addition, Rachel counsels on matters related to human subjects research, including compliance with the Common Rule, FDA requirements, and federal grants, and assists with diligence matters and regulatory filings for provider affiliations, acquisitions, and other transactions.
Rachel has a strong understanding of the unique legal issues and internal operational aspects affecting her clients that she gained through on-site placements at several academic medical centers and at a pharmaceutical company. In these placements, she advised on a broad range of legal issues, including clinical trials and related issues, market research, vendor contracts, and physician consulting agreements.
Before joining Epstein Becker Green, Rachel was an attorney in the Health Care & Life Sciences Group of a New England regional law firm. She began her legal career as a public finance attorney at an international law firm with a focus on health care financings.
While attending Boston College Law School, Rachel served as a regulatory practice extern at the Massachusetts Health Policy Commission and as an intern at the Massachusetts Attorney General’s Office in the Health Care Division, where her work involved health, pharmaceutical, and privacy matters. She also served as a staff writer for the Boston College Law Review.
Before law school, Rachel worked as Assistant Director of Government Affairs for the Office of Massachusetts Governor Deval L. Patrick.
