Before joining the firm, Mark served as an attorney for the Indiana Department of Environmental Management (IDEM), where he supported agency enforcement actions, permitting reviews, and regulatory interpretation across key environmental statutes, including the Clean Water Act and Indiana’s environmental compliance frameworks. His public sector experience informs his ability to guide clients through regulatory expectations and communicate effectively with agency staff.
Mark also brings experience from environmental policy organizations, including Rocky Mountain Wild and the Charles River Watershed Association. In those roles, he provided legal analysis and drafted filings on environmental permitting, NEPA compliance, water quality regulations, and land use impacts tied to infrastructure development. He also participated in litigation support on federal conservation law claims and contributed to agency comment processes on public land management and oil and gas leasing.
Mark earned his J. D. from Indiana University Maurer School of Law, where he was actively involved in the Environmental Law Society and participated in the Conservation Law Clinic. He holds a B. S.
