Ms. Caplan advises natural resources clients on legal and government relations issues involving federal permitting and regulation. She is experienced in natural resources litigation on federal lands and matters involving the National Environmental Policy Act and the Administrative Procedure Act.
Ms. Caplan also effectively advocates for U.S. and international clients when responding to federal agency investigations, civil and criminal litigation, and export controls and trade sanctions matters. She counsels clients on U.S. federal laws and regulations governing international business, including the International Traffic in Arms Regulations (ITAR), the Export Administration Regulations (EAR), the Foreign Corrupt Practices Act (FCPA), and the Foreign Asset Controls Regulations.
Ms. Caplan is admitted to practice in Washington, D.C. and Maryland.
