Professional Biography

Kathryn Hinton is an experienced Energy and Regulatory Attorney with a distinguished career advising clients in the private sector and federal agencies, including the Federal Energy Regulatory Commission (FERC), the Department of Energy (DOE), and the Federal Communications Commission (FCC), on complex legal and policy matters in the energy and telecommunications fields.

Katie is skilled in the areas of regulatory and legal compliance, conducting legal research, drafting regulatory decisions, and navigating federal energy and communications law. Katie also has extensive experience with the administrative rulemaking process, including drafting regulations and guidance, analyzing and addressing public comments, and developing rulemaking process documents. She focuses her practice on energy, spectrum auctions, and enforcement actions.

Federal Energy Regulatory Commission Experience

Prior to joining our firm, Katie served as an Attorney Advisor in FERC’s Office of General Counsel, Energy Markets. She provided advice and recommendations to the Commission on legal and policy matters related to the Commission’s responsibilities, with a focus on Federal Power Act cases involving the nonprofit regional transmission organization PJM, which manages the electricity grid and markets in a 13-state region. Katie also prepared draft orders for consideration and issuance by the Commission.

Department of Energy Experience

Katie’s previous experience includes working as an Attorney Advisor in DOE’s Office of the Assistant General Counsel for Civilian Nuclear Programs where she provided legal analyses, interpretations, and opinions to the Office of Nuclear Energy on a broad variety of complex civilian nuclear issues, with an emphasis on the nuclear fuel supply chain and the deployment of small modular reactors.

During her time at DOE, Katie also analyzed issues concerning federal financial assistance and appropriations law, as well as reviewed and commented on proposed legislation, rulemaking, and regulatory activities of DOE and other agencies. Katie’s responsibilities also included representing DOE in meetings with peers, management, and officials of other federal agencies, congressional staff, and representatives from industry and outside interest groups, and preparing DOE officials for congressional hearings.

Federal Communications Commission Experience

While serving as an Attorney Advisor in the FCC’s Investigations and Hearings Division, Katie was responsible for providing legal advice concerning complex and controversial, policy-oriented enforcement issues. As the primary attorney on a large volume of cases, she led investigations of potential violations, made findings of fact, researched applicable law and policy, prepared charging documents for Commission approval, negotiated settlements with enforcement targets, and oversaw compliance with Consent Decrees.

In her role as an Attorney Advisor in the FCC’s Auction and Spectrum Access Division, Katie worked on competitive bidding issues, numerous administrative rulemaking proceedings, auction design, and application review.

Katie served as a lead attorney in the Broadcast Incentive Auction, a first-of-its-kind auction where the FCC repurposed broadcast television spectrum for use by wireless broadband providers. She also served as a lead attorney in the first two Spectrum Frontiers Auctions, the nation’s first set of high-band (24 GHz and 28 GHz) airwaves auctions.

Private Sector Experience

Prior to working for the federal government, Katie practiced energy and environmental law as an associate at two international law firms.
