Jo-Ann concentrates her practice in the area of health care law, with particular emphasis on transactional, regulatory, and compliance counseling for a variety of health care and senior housing owners and 0perators and other industry stakeholders. She also co-leads the firm's Long Term Care and Senior Living Industry Group.
Client Work
Jo-Ann focuses on representing investors, owners, operators, and developers of long term care and senior housing communities. She serves as principal outside regulatory counsel to several of the nation’s largest senior living companies whose operations include skilled nursing, assisted living, continuing care retirement, and independent living facilities, as well as to investor and lender entities involved in complex health care transactions. Jo-Ann also serves as counsel to ancillary service providers such as home health agencies, hospices, diagnostic clinics, pharmacies, and therapy companies.
Jo-Ann advises clients on a variety of health care regulatory issues related to multistate health care transactions, including deal structuring in compliance with federal and state laws and regulations, conducting complex regulatory and corporate due diligence, advising on licensure, certificate of need, and Medicare and Medicaid certification matters, and negotiating purchase agreements, operations transfer agreements, management agreements, and loan agreements. She also regularly counsels clients on the development and operation of health care and senior housing facilities and other business lines.
Jo-Ann’s practice also includes general regulatory and compliance counseling related to day-to-day health care business issues, such as fraud and abuse compliance, false claims counseling, federal and state privacy laws, internal corporate governance, health care contracting, and federal and state government program reimbursement matters. She also has extensive experience in the development and implementation of corporate compliance programs.
Previous Work
Jo-Ann previously served as in-house counsel to a large New York-based health care system comprised of a general acute-care hospital, nursing homes, inpatient and home-based hospice providers, a home health agency, a mental and behavioral health facility, and numerous ambulatory care sites.

Jo-Ann is an active member of the American Health Lawyers Association and has been a member of the New York State Bar Association and the DC Bar Association.
Publications, Presentations & Recognitions
Jo-Ann has served as co-chair of the Health Law Section of the Privacy Initiative Task Force of the New York State Bar Association. She is a contributing author to Compliance Issues in Gastroenterology, and has authored numerous articles relating to health care compliance issues for long-term care industry publications.
