In response to the increasing numbers of Covid-19 cases, Governor Charlie Baker announced several executive orders as forms of “targeted interventions.” We expect the orders will be received by some as an intelligent step to combat the public health concerns, while others will see this as another step in the continued and systematic erosion of American civil liberties.

The orders take effect at 12:01am Friday, November 6, 2020 and include:

• Stay home advisory or curfew from 10:00 pm to 5:00 am. You may, however, commute to work, take a walk or run essential errands;

• Gatherings inside of private residences are limited to parties of 10 (which is a reduction from 25) and outdoor events are now reduced from 50 to 25;

• All gatherings at event venues must end by 9:30 pm;

• Restaurants will be required to cease in-person dining by 9:30, although take out and delivery of food can continue;

• Liquor stores and other establishments selling liquor must cease sales by 9:30 pm;

• Recreational and entertainment facilities will also be closed by 9:30 pm;

• Adult-use marijuana sales must cease by 9:30 pm, except this does not include medical marijuana; and

• Theaters, including drive-in theaters and youth and adult amateur sports facilities, must cease at 9:30 pm whether indoor or outdoor; and

• Golf, zoos, gardens, wildlife reserves, pools, museums, cultural and historical facilities, hair salons, nail salons, gyms, fitness centers and health clubs must also adhere to these orders.

During the Press Conference, Governor Baker was asked how these orders would be enforced and he simply responded that the citizens of Massachusetts have demonstrated a willingness to follow rules asked of them and pointed to prior work flattening the curve in the spring.
