Further, the bill is listed as among those eligible to be considered under suspension of the House Rules. This procedure allows expeditious action on non-controversial bills. Debate is limited and no amendments are in order unless submitted with the bill by its manager at the time the motion to suspend the Rules is offered. A motion to suspend the Rules and pass a bill requires a vote of two-thirds of the Members present and voting.
