I. Certificate of Need Program

 A. Contested Case:

AL2024-006, The Health Care Authority of the City of Hoover d/b/a Riverwalk Health and Wellness Center, Shelby County, AL: Proposes to develop a freestanding, non-hospital-based multi-specialty ambulatory surgery center (ASC) with an associated Medicare-certified independent diagnostic testing facility at the Riverwalk Health and Wellness Village, a new holistic healthcare campus in the city of Hoover, Shelby County, Alabama. Upon completion, the proposed surgery center will have a total of six (6) operating rooms with space to support specialty specific equipment, as well as two (2) procedure rooms, and anticipates providing a variety of outpatient surgery services. This list includes, but is not limited to, urology, pediatric, podiatry, ear, nose and throat (ENT), dermatology, plastics, obstetrics/gynecology (OBGYN), ophthalmology, and general surgery, with a special emphasis on pediatric services. The Certificate of Need Review Board adopted the administrative law judge’s recommended order and approved the project with stipulations.

 B. AL2024-014, Montgomery Cardiovascular Institute, LLC, Montgomery County, AL: Proposes to convert the existing cardiac catheterization physician office-based laboratory in the city ity of Montgomery, Montgomery County, Alabama to a CON-authorized catheterization laboratory, pursuant to ALA. ADMIN. Code r. 410-2-3-.03 section of the 2020-2023 Alabama State Health Plan. Opposition: None

Approved.

 C. AL2024-016, Houston County Health Care Authority d/b/a Southeast Health Medical Center, Houston County, AL: Proposes to acquire one (1) additional cardiac catheterization unit, as well as associated renovation and construction expenses, for Southeast Health Heart & Vascular Center, an existing facility located in the city of Dothan, Houston County, Alabama. Upon approval, the applicant will have a total of six (6) cardiac catheterization units. Opposition: None

RV2024-031, The Summit Health & Rehab Services, Inc., proposes to expand delivery of physical, occupational, and speech therapy services to the Alabama Department of Veterans Affairs for the newly constructed State Veterans Home in Enterprise, Alabama. Status: Pending

RV2024-032, Fresenius Medical Care Mobile Area, LLC d/b/a Fresenius Mobile Transitional Care & Home Therapies, proposes to provide home hemodialysis services to residents on site at the Arabella Health & Wellness of Mobile facility. Status: Pending

RV2024-033, St. Vincent’s Chilton, proposes to renovate its existing emergency department by building out two existing rooms. Status: Pending
