Kelly S. Herman is of counsel in Morgan Lewis's International Trade and Economic Sanctions Practice. Ms. Herman’s practice focuses on international trade and customs laws, cross-border regulatory and policy matters, government contracts, and legislative strategies.

Ms. Herman regularly advises clients on a broad range of customs issues including assistance with tariff classification, valuation and appraisement of merchandise, country of origin determinations, penalty proceedings, assisting clients with structuring transactions to minimize customs duties and take advantage of preferential trade agreements, maintain cargo security and integrity in the supply chain, and comprehensive reviews of general import compliance. She routinely guides clients through antidumping and countervailing duty investigations and reviews involving products from both market and nonmarket economy countries. Ms. Herman represents clients with regard to cross-border regulatory and policy matters to help clients overcome barriers to entry in foreign markets. She also works with companies to develop legislative strategies to advocate international trade and customs issues before Congress.
