Heather is an Associate in Wiggin and Dana’s Litigation Department, where she focuses her practice in the International Trade Compliance and Sanctions Practice Group. Heather represents companies in corporate compliance and regulatory enforcement matters, with an emphasis on U.S. export controls – the International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR) – and U.S. trade sanctions administered by the Office of Foreign Assets Control (OFAC). Heather also has experience advising companies on Environmental, Health, and Safety legal requirements and compliance risks.
In addition to her export controls practice, Heather also assists clients with Foreign Agents Registration Act (FARA) compliance and responses to Department of Justice administrative and criminal investigations. She also has experience advising companies on Environmental, Health, and Safety legal requirements and compliance risks.
Heather’s work includes conducting internal investigations and preparing disclosures on behalf of companies facing civil and criminal penalties, as well as managing corrective action planning and implementation to enhance corporate compliance. Heather also has experience developing training programs and drafting export compliance policies and procedures.
Before joining Wiggin and Dana, Heather worked at Pratt & Whitney, a lead aero-engine manufacturer, where she advised the company’s business units on export licensing requirements under U.S. and foreign regulations, trained employees on international trade controls management, and led the development of customized IT solutions for international trade controls risk assessments, audits, and authorizations management to operationalize complicated compliance requirements into business-friendly processes.
Heather received her J.D. from the University of Connecticut School of Law, where she was a competitions editor of the Connecticut Journal of International Law. While in law school, she worked in the Bond and Financial Legal Services Unit at Travelers Insurance. She received her B.A. in English Literature with a minor in Public and Professional Writing from the University of Pittsburgh.
