With a focus on emerging energy, regulatory, and administrative rate and tariff issues, Anne Callenbach has devoted her career to offering her energy clients insight and guidance on a diverse range of regulatory, business, and legislative matters.
The clients Anne represents are involved in all facets of the energy industry, from developers to end-use consumers. Clients she serves include investor-owned public utilities, energy producers, renewable energy developers, industrial and commercial users of energy services, rural electric cooperatives, pipelines, oil and gas gathering systems, energy marketers, energy industry organizers, and Western Kansas irrigation associations.
Anne has extensive experience representing clients before the Kansas Corporation Commission and the Missouri Public Service Commission, including preparation of filings and testimony, negotiating multi-party settlements, presentation of oral arguments, preparing and cross-examining expert witnesses, and drafting briefs and pleadings for presentation to regulatory decision-makers.
She represents clients on a variety of state and federal regulatory issues, including regulatory compliance, ratemaking, mergers and acquisitions, certification, rate and tariff applications, and general investigation or rulemaking proceedings.
In addition to her regulatory background, Anne has significant experience with the purchase and sale of energy assets, interconnection agreements, and power purchase agreements. She has conducted due diligence, prepared and reviewed contracts for the transfer of interest in electric assets, and obtained the necessary regulatory approvals for such transactions.
Anne also counsels energy developers and investors regarding project development, local permitting, and mitigation of opposition groups.
Anne’s most recent work involved the multi-year acquisition and regulatory approvals of a 780-mile 600 kV HVDC electric transmission line extending from Southwest Kansas into Indiana. She also recently guided a transmission-owning entity through the application and hearing process in both Kansas and Missouri for the acquisition of additional transmission assets.
Prior to joining Polsinelli, Anne served as Assistant General Counsel for the Kansas Corporation Commission and acted as chief trial counsel in numerous proceedings before the KCC.
