Jennifer Hermansky has published an analysis of Senator Leahy’s Amendment 2 to the Comprehensive Immigration Reform Bill on EB-5 Visa Blog. Amendment 2 passed in the Senate yesterday despite efforts by Senator Grassley to strike the special rule for alien investors.
