In November, the U.S. Senate passed a resolution of disapproval (SJR 22) to get rid of the controversial "Waters of the United States" rule (WOTUS). A wide range of farm groups oppose the legislation which is aimed at clarifying which waters are covered by the federal Clean Water Act. Opponents argue it illegally expands the government's authority and might bring isolated ditches and streams under federal control.

The U.S. House is expected to take up the resolution and approve it. Many feel that President Obama is likely to veto the resolution, which would require 67 votes in the Senate to overturn. WOTUS is currently being challenged by several states in both state and federal courts as well. Most recently, the U.S. Court of Appeals for the Sixth Circuit issued a nationwide stay.
