The New Hampshire Public Utilities Commission (NHPUC) recently directed its Staff to investigate the implications of the resale of electricity by electric vehicle charging stations. (Docket IR 15-510) New Hampshire has a statute that allows competitive electric power suppliers (RSA 374-F:7) but utilities may also provide tariffed electric service to EV stations.
The New Hampshire Commission acknowledged that its determination of the issues may impact the jurisdictional electric distribution utilities and made them mandatory parties to the investigation. Following a stakeholder technical session on February 9, the NHPUC Staff will issue its report and recommendations on or before February 26.
The outcome of this investigation may impact how other state regulatory agencies view the resale of electricity for EV charging and whether a utility function is involved requiring agency oversight of rates and service quality. Stay tuned.
