China's National Center for Food Safety Risk Assessment (CFSA) has solicited comments on one new food-contact substance, expanded use for three food-contact materials and articles, and three new resins. The substances and specifications are listed below.
Food-Contact Materials and Articles with Expanded Use

Polyethylene (CAS no. 9002-88-4) for use in rubber materials and articles for repeated use at a maximum use level of 2%.

C.I. Solvent Violet 36; 1,8-bis[(4-Methylphenyl)amino]-9,10-anthracenedione (CAS no. 82-16-6) for use in AS plastic at a maximum use level of 0.0005% and a use temperature below 100oC.

Octadecyl 3-(3,5-di-tert-butyl-4- hydroxyphenyl)propionate (CAS no. 2082-79-3) for use in PB-1 plastics at a maximum use level of 0.045%, with a single migration limit (SML) of 6 mg/kg.

2-Propenoic acid, ethyl ester, polymer with 2- methyl-2-propenamide (CAS no. 25085-36-3) for use in ABS plastics at a maximum use level of 1%, with a SMLs of 6 mg/kg for acrylic acid and ND (non-detect) for methacrylamide, DL = 0.001 mg/kg.
New Resins

1,3-Benzenedicarboxylic acid, polymer with 1,4- benzenedicarboxylic acid and 1,2-ethanediol (CAS no. 24938-04-3) for use in coatings and coating layers at a maximum use level of 20%, and SMLs of 5 mg/kg for 1,3-phthalic acid, 7.5 mg/kg for 1,4-phthalic acid), and 30 mg/kg for ethylene glycol. Additional restrictions are it may not contact infant formula and breast milk, and the use temperature may not exceed 130oC.

2-Propenoic acid, 2-methyl-,polymer with butyl 2- methyl-2-propenoate, 2-(chloromethyl)oxirane, ethenylbenzene, ethyl 2-propenoate, 4,4’-(1- methylethylidene)bis[phenol] and 2-propenoic acid, reaction products with 2- (dimethylamino)ethanol for use in coatings and coating layers at a maximum use level of 85%, and SMLs of 6 mg/kg for methacrylate, ND for epichlorohydrin (DL = 0.01 mg/kg), 6 mg/kg for acrylic acid, 0.6 mg/kg for Bisphenol A, and 18 mg/kg for 2-(dimethylamino)ethanol.

1,3-Benzenedicarboxylic acid, polymer with 1,4- benzenedicarboxylic acid, 1,4-butanediol, 1,8- octanedicarboxylic acid and 1,2-ethanediol (CAS no. 61039-00-7) for use in coatings and coating layers at a maximum use level of 50%, and SMLs of 30 mg/kg for ethylene glycol, 5 mg/kg for butanediol, 5 mg/kg for 1,3-phthalic acid, and 7.5 mg/kg for 1,4-phthalic acid. In addition, it may not contact infant formula or breast milk, and the use temperature may not exceed 130oC.
