Press Release Date 06-16-2025

Fragomen, Del Rey, Bernsen & Loewy LLP announced the appointment of a longtime partner in its Washington, D.C., office as chief executive officer overseeing WorkRight U.S., the firm's I-9 employee verification technology.

Daniel Brown steps into the role after 13 years at Fragomen, serving as a partner in its government relations and immigration compliance group, according to the announcement Monday. Brown will oversee the strategic direction and operations of the firm's I-9 service center technology, maintaining its "right-to-work" compliance solutions for employers nationwide. In his new role, Brown will work closely with Robert Horsley, WorkRight U.S.'s chief operating and product officer.

"Dan's unparalleled mastery and insight into both the regulatory and practical aspects of employment verification make him the ideal leader to help guide our clients through the current compliance landscape," said Enrique Gonzalez, Fragomen's co-chair, in a statement Monday. "We're confident Dan and Robert will help position our clients for long-term success."

"Dan's deep understanding of both policy and practical implementation will be instrumental as we continue to evolve our platform and service," Horsley said Monday in a statement. "Together, we're focused on delivering technology-enabled compliance solutions that are not only robust and reliable, but also adaptable to our clients' real-world needs."

Prior to joining Fragomen in 2012, Brown served as a partner at Berry Appleman & Leiden LLP. He also previously worked as an attorney at Paul Hastings LLP and served as deputy associate general counsel for immigration in the U.S. Department of Homeland Security between 2003 and 2006. He also served as counselor to the assistant secretary and director of policy in U.S. Immigration and Customs Enforcement.

Brown brings experience advising administrations on electronic I-9 regulations and co-authored the American Bar Association's Immigration Compliance and Best Practices guide. He earned his bachelor's degree from the University of Chicago, a masters of accountancy from DePaul University, and his law degree from the University of Southern California's Gould School of Law.

"This leadership transition comes at a pivotal time, as U.S. employers face mounting compliance challenges related to employment verification," Brown said in the announcement Monday. "Fragomen continues to blend technology solutions and legal advisory services as part of our commitment to providing comprehensive solutions that support clients with the functionality they need while ensuring they maintain a strong compliance profile."

Fragomen ranked as the 103rd largest U.S. law firm on this year's Law360 400 list, with around 100 partners among a total of nearly 560 attorneys in the country.

Fragomen is an international firm concentrated on providing immigration services and features more than 6,000 total staff in over 65 offices around the world, according to the statement.
