Former federal prosecutor Tim Stengel tapped to help lead Saxton & Stump’s expanding investigations & white collar defense practice

PHILADELPHIA, Pa., August 18, 2025 — Saxton & Stump has added former federal prosecutor Timothy M. Stengel as a shareholder and co-chair of the law firm’s Investigations, White Collar and Criminal Defense Group. Adding Stengel expands the firm’s capabilities in white collar defense, regulatory enforcement, and internal investigations. He will work out of the firm’s Lancaster and Philadelphia offices, joining current co-chairs Mark E. Cedrone, a nationally respected white collar defense attorney, and Hon. Christopher C. Conner (Ret.), former chief judge of the U.S. District Court for the Middle District of Pennsylvania.

Stengel brings nearly a decade of federal experience, most recently as deputy chief of the Violent Crime Unit in the U.S. Attorney’s Office for the Eastern District of Pennsylvania. In that role, he supervised a team of nearly 30 prosecutors, and as an active prosecutor, he personally handled high-profile matters involving organized crime, violent crime, and white collar crime. He also has significant experience leading internal investigations from his time in private practice at two prominent Philadelphia law firms.

The group includes former federal and state judges, former prosecutors, experienced defense attorneys, and professionals with backgrounds in law enforcement, healthcare, and corporate compliance.

Groeber, a seasoned federal public defender, as a shareholder in the Charleston, S.C., office. Groeber brings nearly 20 years of courtroom experience and joins the group to advise clients facing government investigations and high-stakes criminal matters in both state and federal court. These strategic hires reflect the firm’s investment in expanding its national investigations and enforcement practice in response to rising client demand across healthcare, education, government, nonprofit, and corporate sectors.
