The federal government has taken a central role in the housing and mortgage market since the Great Depression. The panel will explain the long history and developments in the government’s role in the mortgage market, including the development of Fannie Mae and Freddie Mac, known as the government-supported enterprises, or GSEs, as well as Ginnie Mae, which is a government agency. Then the panel will explain Ginnie Mae MBS, including what risks are absorbed by the government, and how, and what risks are borne by investors. Finally, the panel will explain how risks to investors can be distributed among different investors depending on their appetite for risk.
