Nathaniel advises government contractors on compliance issues, prime/subcontractor agreements and disputes, and contractor-to-agency interaction. He has extensive knowledge of the FAR and DFARs and understands how to build and maintain large and small contractor compliance programs. In addition, Nathaniel has provided full-service government contracts support for large and small contractors, and drafted and negotiated subcontractor agreements and teaming arrangements. As agency counsel, Nathaniel advised FEMA on a variety of legal issues related to solicitation structures, technical evaluations, source selection decisions, debriefings, cure notices, and terminations. Nathaniel also managed the agency’s Suspension and Debarment program.
