Wineries Can Ship Wine to Pennsylvania Residents

A wine producer can obtain a direct shipper license by the Pennsylvania Liquor Control Board (PLCB), which permits the direct shipment of wine to Pennsylvania residents. The wine producer must be licensed by the PLCB, another state, or another country as a wine producer.

The wine that is direct-shipped does not need to be wine that is otherwise available for sale by the PLCB. Unless the license holder is PLCB licensed limited winery, the wine must be delivered by a licensed transporter-for-hire (a separately license available through PLCB). The PLCB maintains a list of licensed transporters on its website which can be found here.

Pennsylvania residents may receive up to 36 cases per year of wine from a licensed direct wine shipper. This annual limit is per direct wine shipper, and the wine must be for personal use and not resale.

Out of state wineries can reach customers in Pennsylvania under the direct shipper license.
