April 18 Meeting
The Mississippi Gaming Commission held its regular monthly meeting on Thursday, April 18, 2024, at 9:00 a.m. at the Jackson office. Executive Director Jay McDaniel and Chairman Franc Lee were in attendance, and Commissioner Kent Nicaud participated by phone. The following matters were considered:
LICENSING
The Commission approved the issuance of licenses to the following:
- Premier Entertainment Vicksburg, LLC d/b/a Bally’s Vicksburg, as an Operator
- Riverboat Company of Mississippi, LLC, as an Operator
- Riverboat Company of Mississippi, LLC, as a Manufacturer and Distributor
- Grand Casinos of Biloxi, LLC d/b/a Harrah’s Gulf Coast, as an Operator
- Robinson Property Group LLC d/b/a Horseshoe Casino and Hotel, as an Operator
- Lula, Inc. d/b/a Isle of Capri Entertainment Resort, as an Operator
- Casino Computer Programming, Inc., as a Manufacturer and Distributor
FINDINGS OF SUITABILITY
The Commission approved findings of suitability for the following persons or entities:
- William Harold Belcher – RIH Acquisitions MS II, LLC d/b/a 1st Jackpot Casino Tunica and HWCC-Tunica d/b/a Hollywood Casino - Tunica
- Katrina Carter Davenport – SW Gaming LLC d/b/a Harlow’s Casino Resort and Spa
- John Anthony Bryant – Betfair Interactive, US LLC
OTHER APPROVALS
The Commission approved the following additional items:
- Grand Casinos of Biloxi, LLC d/b/a Harrah’s Gulf Coast; Robinson Property Group LLC d/b/a Horseshoe Casino and Hotel; IOC – Lula, Inc. d/b/a Isle of Capri Entertainment Resort, and Casino Computer Programming, Inc.
- Continuous Approval of Public Offerings and Private Placements
- Pledges of Equity Interests and Securities
- Imposition of Equity Restrictions including Negative Equity Pledges
- Guarantee of Securities and Hypothecation of Assets
- End of Other Approvals
