With major cartels designated as Foreign Terrorist Organizations (FTOs), financial institutions now face enhanced regulatory scrutiny and potential civil liability under the Anti-Terrorism Act (ATA). Learn about the cartels' reliance on Chinese money-laundering networks, shell companies, crypto-asset platforms, and trade-based finance schemes. We will analyze recent legislative and regulatory initiatives, the roles of FinCEN, DOJ, and Treasury, and the litigation risks for financial entities.
