Pamela J. Stone joined KBK as senior counsel in 2025. Ms. Stone is a highly experienced federal-sector employment attorney, serving for more than 13 years with the federal government.
Most recently, Ms. Stone served as the Senior Counsel to the General Counsel for the U.S. Consumer Product Safety Commission (CPSC). At the CPSC, Ms. Stone’s diverse portfolio included advising Commissioners and agency senior leadership on administrative and federal court litigation, labor and employment issues, regulatory affairs, and ethics matters. She was the lead attorney for the agency on novel personnel matters arising from the COVID-19 pandemic.
Ms. Stone began her federal career as an attorney advisor in the Office of General Counsel in the U.S. Office of Special Counsel (OSC). In this role, Ms. Stone focused on government ethics issues, as well as Freedom of Information Act, Privacy Act, and prohibited personnel practices matters.
Before her legal career, Ms. Stone served in a variety of progressively responsible roles in fundraising, alumni relations, and public relations at the University of Maryland.
Ms. Stone earned her J.D. from the University of Maryland School of Law, an M.A. in Communication from the University of Maryland, and a B.A. in Comparative Literature from Swarthmore College.
Ms. Stone is admitted to practice in Maryland and her application to the District of Columbia Bar is pending.
