Andrew is a land use and environmental associate in the Los Angeles office. He helps public and private clients navigate the complex web of federal, state, and local regulations facing developers in California, including the California Environmental Quality Act (CEQA), Brown Act, Public Records Act, and myriad of state and local housing laws. In addition to his land use work, Andrew assists clients with real estate transactional matters.
Drawing on his prior experience working as a member of city attorney offices and land use counsel to municipal entities throughout the state, Andrew’s unique insight into California’s regulatory landscape and public sector experience enable him to efficiently further his clients’ business objectives and anticipate complications at the earliest stages of a project. Prior to joining Allen Matkins, Andrew was a municipal law attorney at a firm with a prominent national land use practice.
During law school, Andrew served as a staff editor of the Hastings Communications and Entertainment Law Journal, as well as the president of Hastings’ First Generation Professionals organization.
