TSCA Reforms Preview May Come During Senate Hearing

On October 23, 2025 at 10:30am, the Senate Committee on Environment and Public Works (EPW) will hold a hearing that is titled “Examining the Beneficial Use and Regulation of Chemicals“, which may provide clues about upcoming TSCA reforms. The hearing was convened by the EPW’s Chemical Safety Subcommittee, chaired by Senator John Curtis (R-Utah).

While specifics have not been released to the public, the Senate is reportedly working on legislation to reform the Toxic Substances Control Act (TSCA), although in August 2025, House Republicans also indicated that they were on the verge of introducing a bill for TSCA reforms. These pronouncements came on the heels of the EPA filing with the White House’s Office of Management and Budget a proposed rule to reconsider the procedures for chemical risk evaluations under TSCA. 

The hearing will include the following panelists:

  • Peter Huntsman, President and CEO of Huntsman Corporation, a chemical manufacturer.
  • Gwen Gross, Senior Technical Fellow at The Boeing Company.
  • Tracey Woodruff, Professor and Director of the Program on Reproductive Health and the Environment at the University of California, San Francisco. Dr. Woodruff previously worked as a scientist at EPA.
