Commissioner Holyoak Leaves FTC to Serve as Interim U.S. Attorney in Utah

Melissa Holyoak, who began her service as a Commissioner of the Federal Trade Commission (“FTC” or “Commission”) in March 2024, has been appointed Interim U.S. Attorney for the District of Utah by U.S. Attorney General Pam Bondi.

As a result, Commissioner Holyoak’s tenure at the FTC came to an end on November 17, 2025. She previously served as Utah’s Solicitor General.

Commissioner Holyoak’s departure leaves the FTC with only two Commissioners: Chair Andrew Ferguson and Commissioner Mark Meador (both Republicans). While the full Commission comprises five members, operating with two Commissioners is not unprecedented. The Commission briefly operated with only two members earlier this year following President Trump’s decision to terminate two Democratic Commissioners. The legality of that decision remains in the courts. Furthermore, it is unclear how this reduction may affect the FTC’s ongoing work, and there does not appear to be a timetable for appointing new Commissioners to fill the vacancies.
