On January 7, 2026, China’s National Intellectual Property Administration (CNIPA) released the Excerpt from the Work Report at the 2026 National Intellectual Property Office Directors’ Conference (2026年全国知识产权局局长会议工作报告(摘编)). The Excerpt details IP achievements made during the 14th Five-Year Plan (running from 2021-2025) and lists key key tasks for 2026 including improving examination quality, conducting a rectification campaign of the IP agency industry and intensifying efforts to address patent application behavior that violates the principle of good faith and malicious trademark squatting.

I. Achievements in the Development of Intellectual Property during the 14th Five-Year Plan Period and Major Work Progress by 2025
During the 14th Five-Year Plan period, the CPC Central Committee with Comrade Xi Jinping at its core placed intellectual property work in a more prominent position, and General Secretary Xi Jinping made a series of important instructions, expositions, and major decisions and deployments. In particular, the CPC Central Committee and the State Council issued and implemented the “Outline for Building a Strong Intellectual Property Nation (2021-2035)” and the “14th Five-Year Plan for National Intellectual Property Protection and Utilization,” making comprehensive arrangements for building a strong intellectual property nation and opening a new chapter in the history of my country’s intellectual property power building.
Over the past five years, the national intellectual property system has thoroughly studied and implemented the important instructions and expositions of General Secretary Xi Jinping and the decisions and deployments of the CPC Central Committee and the State Council. With vigor and determination, it has successfully completed the first-stage goals of the Outline for Building a Strong Intellectual Property Nation and the various tasks set forth in the 14th Five-Year Plan, promoting new achievements in the cause of intellectual property and taking solid steps in building a strong intellectual property nation.
—The capacity and level of intellectual property governance have been significantly improved. The Second Plenary Session of the 20th CPC Central Committee made major arrangements for improving the intellectual property management system, adjusting the CNIPA to an agency directly under the State Council, and comprehensively strengthening local intellectual property agencies. The Third Plenary Session of the 20th CPC Central Committee further clarified the need to establish an efficient comprehensive intellectual property management system. The General Office of the State Council issued the “Reform Plan for the Division of Fiscal Powers and Expenditure Responsibilities between the Central and Local Governments in the Field of Intellectual Property.” The inter-ministerial joint conference system for building a strong intellectual property nation was approved for establishment, strengthening macro-level coordination for building a strong intellectual property nation.
—Intellectual property legal protection has been significantly strengthened. A new round of comprehensive revisions to the Patent Law and its implementing regulations has been completed, establishing a high-standard international punitive damages system for infringement. The Patent Examination Guidelines have been revised accordingly, and examination standards in emerging fields such as artificial intelligence have been continuously improved. The Trademark Law (Revised Draft) passed its first review by the Standing Committee of the National People’s Congress and was open for public comment. The Regulations on the Protection of Integrated Circuit Layout Designs (Revised Draft) were submitted to the State Council for review. Specialized legislation on geographical indications continues to advance. The number of comprehensive intellectual property regulations now in effect in provinces, autonomous regions, and municipalities has reached 21, and the intellectual property legal system is becoming increasingly perfected.
—The quality of intellectual property creation has continued to improve. A world-leading intelligent patent examination system and a new-generation trademark examination system have been established. The average examination period for invention patents has been reduced from 20 months at the end of the 13th Five-Year Plan to 15 months, and the average examination period for trademark registration has stabilized at 4 months, both reaching the fastest international levels under the same examination system. The accuracy rate of invention patent examination and re-examination case closures both exceeded 95%, and the pass rate for trademark examination, opposition, and review spot checks all exceeded 97%. The number of valid domestic invention patents in my country exceeded 5 million, and the number of high-value invention patents per 10,000 people reached 16, exceeding the target of the 14th Five-Year Plan. China has ranked first globally in PCT international patent applications for many consecutive years, and its Hague System design patent applications and Madrid System international trademark applications are among the world’s leading. The number of valid domestic trademark registrations reached 50.816 million. Pilot areas issued over 40,000 data intellectual property registration certificates, with financing, credit enhancement, and licensing transactions totaling nearly 15 billion RMB.
—Intellectual property protection has been comprehensively strengthened. The construction of an intellectual property protection system has been implemented in depth, and rapid and collaborative intellectual property protection has been promoted with high quality. There are now 129 national-level intellectual property protection centers and rapid rights protection centers, handling a total of 480,000 intellectual property rights protection cases. A “head-to-head” online litigation-mediation linkage mechanism has been established with the Supreme People’s Court, and the entire system has handled a total of 450,000 mediated cases. There are now 116 overseas intellectual property dispute response guidance platforms, providing guidance on handling over 4,200 disputes and helping enterprises recover nearly 41 billion yuan in losses. Public satisfaction with intellectual property protection has increased from 80.05 points in 2020 to 82.81 points in 2025.
—The benefits of intellectual property utilization are accelerating. A special campaign for patent commercialization and utilization was launched, analyzing 1.349 million existing patents from over 2,700 universities and research institutions nationwide, and matching and pushing these patents to enterprises. The number of patent transfer and licensing registrations nationwide reached 1.458 million, a 48% increase compared to before the campaign, with a 105.6% increase among universities and research institutions. The transaction value of technology contracts involving patents exceeded one trillion yuan. Banking financial institutions cumulatively issued over 900 billion RMB in intellectual property pledge loans. The added value of patent-intensive industries as a percentage of GDP increased from 11.97% in 2020 to 13.38% in 2024. Among the world’s top 5,000 brands, my country’s brand value reached US$1.81 trillion, ranking second globally. The direct annual output value of geographical indication products reached 969 billion RMB. The annual import and export volume of intellectual property royalties is expected to exceed 400 billion RMB.
—Public services for intellectual property have been continuously optimized. The project to enhance the capacity of public services for intellectual property has been implemented in depth. The National Intellectual Property Public Service Platform has been launched, aggregating over 400 types of basic intellectual property data, enabling “one-stop online processing” for various services, “one-stop information supply,” and “integrated government coordination.” 519 national-level intellectual property public service institutions have been established, achieving full coverage at the provincial level, and have served innovation entities more than 5 million times. In cooperation with the World Intellectual Property Organization, 202 Technology and Innovation Support Centers (TISCs) have been established, forming the world’s largest, most extensive, and most comprehensive TISC network.
—International cooperation on intellectual property rights has been deepened. Twenty-one cooperation items were included in the outcomes of head-of-state diplomacy. General Secretary Xi Jinping sent congratulatory letters to the main event of the 50th Anniversary Commemoration and Publicity Week of Cooperation between China and the World Intellectual Property Organization (WIPO) in 2023 and to the World Intellectual Property Conference of the International Association for the Protection of Intellectual Property (AIPPI) in 2024. China successfully acceded to the Hague Agreement Concerning the International Registration of Industrial Designs and the Marrakesh Treaty. China facilitated the successful conclusion of the Treaty on Intellectual Property, Genetic Resources and Related Traditional Knowledge and the Riyadh Treaty on Industrial Designs by the WIPO. The third Belt and Road High-Level Conference on Intellectual Property was held at a high level, a China-Central Asia intellectual property cooperation mechanism was established, and China deeply participated in intellectual property cooperation with the US, China, Europe, Japan, and South Korea, expanding intellectual property cooperation among BRICS countries and improving the regional cooperation framework. The Patent Prosecution Highway (PPH) now covers 86 countries.
—The foundation for intellectual property (IP) work has become more solid. We successfully held brand events such as the National Intellectual Property Publicity Week, established a press conference hall for the IP system, and promoted the construction of an IP media convergence center and an international communication center, continuously improving the overall framework for IP publicity. We successfully promoted the establishment of a professional master’s degree in IP, with 27 universities approved to offer such programs. We jointly established international IP academies with Tsinghua University and Peking University, and strengthened the training of foreign-related IP lawyers in conjunction with the Ministry of Justice. We continued to advance the reform of the IP professional title system, and the size of the IP talent pool exceeded one million. The construction of IP think tanks was strengthened, and more cutting-edge research in the field of IP was conducted.
Over the past five years, significant progress has been made in the “two transformations” in the field of intellectual property, with a more prominent focus on high-quality development, and these achievements have been highly praised by the international community. The World Intellectual Property Organization’s “Global Innovation Index 2025” report shows that my country’s ranking has risen to 10th, entering the top ten globally for the first time. Since the 18th National Congress of the Communist Party of China, China has risen a total of 25 places, becoming one of the fastest-improving countries in the world. China boasts 24 of the world’s top 100 innovation clusters, ranking first among all countries for three consecutive years. The Shenzhen-Hong Kong-Guangzhou cluster has reached the top spot globally for the first time, and its development achievements have attracted widespread international attention.
In particular, in 2025, the national intellectual property system adhered to the principle of action and forged ahead, successfully completing all annual goals and tasks with high quality, and achieving a successful conclusion to the 14th Five-Year Plan.
First, we focused on implementing the important instructions and directives of General Secretary Xi Jinping and the decisions and plans of the CPC Central Committee and the State Council. We promptly conveyed, studied, and implemented the spirit of General Secretary Xi Jinping’s latest important speeches and instructions. We earnestly implemented the relevant arrangements of the Fourth Plenary Session of the 20th CPC Central Committee. We deepened the comprehensive and strict governance of the Party, solidly carried out in-depth study and education on the spirit of the Central Committee’s Eight-Point Regulation, and effectively addressed the issues identified during the central inspection. We thoroughly implemented the Outline for Building a Strong Intellectual Property Nation and the 14th Five-Year Plan. We will formulate the 15th Five-Year Plan with high quality.
Second, we focused on improving the quality and efficiency of intellectual property examination. We strictly controlled patent examination and authorization, with a focus on strengthening the examination of inventiveness; 972,000 invention patents were granted throughout the year. We continued to improve the quality of trademark examination, registering 4.206 million trademarks throughout the year. We severely cracked down on patent applications and trademark squatting and hoarding that violated the principle of good faith, and intensified the governance of “scheming trademarks.” We issued and implemented the operational procedures for the examination and recognition of geographical indications, achieving coordination and unification of the elements for geographical indication trademark examination and the conditions for the recognition of geographical indication products.
Third, we focused on strengthening intellectual property protection. We held a series of activities to commemorate the 40th anniversary of the implementation of the Patent Law. Together with the Ministry of Justice, we will promote the issuance of the “Guiding Opinions on Strengthening Intellectual Property Dispute Arbitration.” Together with the Ministry of Industry and Information Technology, we formulated and issued the “Opinions on Further Strengthening Intellectual Property Protection in the Photovoltaic Industry.” We jointly released typical cases of diversified mediation in intellectual property disputes with the Supreme People’s Court. We accelerated the construction of a credit system in the field of intellectual property. We organized and implemented a unified system for the identification of geographical indications. We promoted the construction of national geographical indication protection demonstration zones to a high standard.
Fourth, we focused on promoting the transformation and utilization of intellectual property rights. We deepened the special action plan for patent transformation and utilization, and accelerate the industrialization of high-value patents. We encouraged local governments to optimize and adjust their patent policies, strengthening quality management and industrialization orientation. We promoted the strengthening and efficiency enhancement of intellectual property chains in key industries. We strengthened the construction of intellectual property operation centers, issued guidelines for the construction and operation of patent pools, and guided the construction of patent pools in key areas. We jointly conducted a comprehensive pilot project on the intellectual property financial ecosystem with the State Financial Regulatory Commission. We held the 14th China International Patent and Technology Products Fair at a high level. We further implemented the “Thousand Enterprises, Hundred Cities” trademark and brand value enhancement action.
Fifth, we focused on optimizing the supply of intellectual property services. We jointly issued an opinion with six ministries on further optimizing the business environment in the field of intellectual property, and launched pilot programs in six cities including Beijing. We jointly launched a public service initiative to benefit enterprises in the field of intellectual property with the Ministry of Industry and Information Technology. We continued to increase the promotion and use of the independent and controllable intellectual property database. We jointly launched a special campaign with the Ministry of Public Security and the State Administration for Market Regulation to rectify the agency industry. We strictly managed the registration and approval of agency institutions, released and promoted standards for agency service procurement needs, and promoted the healthy development of the agency industry.
Sixth, we focused on deepening international cooperation in intellectual property. Party and state leaders witnessed the signing of cooperation agreements between the CNIPA and relevant national intellectual property agencies on multiple occasions. We actively promoted the formulation of international intellectual property rules. We advanced the implementation of intellectual property cooperation projects under the Belt and Road Initiative. We successfully hosted a series of meetings of the heads of the intellectual property offices of China, the US, Europe, Japan, and South Korea, as well as the China-ASEAN Intellectual Property Office Heads Meeting, and jointly held commemorative activities for the 40th anniversary of cooperation between the Chinese and European intellectual property offices. We completed the registration of 70 Burgundy geographical indications in China.
Over the past five years, the Discipline Inspection and Supervision Group of the Central Commission for Discipline Inspection and the National Supervisory Commission stationed at the State Administration for Market Regulation has closely focused on implementing the important instructions and directives of General Secretary Xi Jinping and the major decisions and deployments of the Party Central Committee, firmly grasped the fundamental positioning of political supervision, deepened consultations with the Party Group of the CNIPA on comprehensively and strictly governing the Party, and seriously investigated and dealt with various violations of discipline. It has done a great deal of effective work and played a crucial role, providing a strong disciplinary guarantee for the high-quality development of the intellectual property cause.
Over the past five years, various regions have deepened reforms, innovation, and competitive development based on their actual conditions. In terms of organizational leadership, the Party committees and governments of all 31 provinces (autonomous regions and municipalities) and the Xinjiang Production and Construction Corps have issued supporting documents or special plans for intellectual property during the 14th Five-Year Plan period to implement the Outline for Building a Strong Intellectual Property Nation. Twenty-two localities have adopted a “one province, one policy” approach to jointly build strong intellectual property provinces with the CNIPA. Intellectual property cooperation in the Beijing-Tianjin-Hebei region, the Yangtze River Delta, the Guangdong-Hong Kong-Macao Greater Bay Area, the nine provinces along the Yellow River, and the Sichuan-Chongqing region has been comprehensively upgraded. Regarding deepening reforms, Guangdong promoted comprehensive intellectual property reform in the Sino-Singapore Guangzhou Knowledge City; Hainan promulgated and implemented the Regulations on Intellectual Property Protection in the Free Trade Port; and 17 localities, including Zhejiang and Guizhou, issued measures for the registration and management of data intellectual property rights. In terms of strengthening protection, Beijing established an intellectual property mediation committee; Shanxi improved its trademark and brand protection list; Liaoning and Fujian built overseas trademark and brand protection mechanisms; Anhui promoted a long-term mechanism for handling intellectual property claims by domestic and foreign-invested enterprises; Hunan launched a special campaign for overseas intellectual property protection; and Henan and Jiangxi created distinctive intellectual property brands. In promoting the transformation and application of intellectual property, Hebei and Inner Mongolia held cross-regional patent transformation matchmaking events, Jiangsu strengthened patent navigation for key industries, Shandong established a special fund to support patent industrialization, Hubei established an intellectual property investment alliance, Sichuan issued intellectual property securitization products for pilot-scale platforms, and Chongqing, Yunnan, Tibet, Gansu, Qinghai, Ningxia, and the Xinjiang Production and Construction Corps promoted the development of characteristic industries based on geographical indications. In terms of optimizing services, Shanghai promoted benchmarking reforms in the business environment of intellectual property, Jilin and other regions promoted “one-stop” intellectual property services, and Heilongjiang built an integrated service platform for “one thing” in intellectual property. Regarding international cooperation, Tianjin, Shaanxi, and Xinjiang respectively hosted important international intellectual property conferences, and Guangxi held a geographical indication product exhibition at the World Intellectual Property Organization. A number of typical cases explored in practice by various regions were selected as experiences and measures for the State Council’s pilot projects for business environment innovation and free trade zone reform.
Summarizing our work over the past five years, we have several profound insights. First, we must uphold the Party’s overall leadership. We must always adhere to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as our guide, and resolutely implement General Secretary Xi Jinping’s important instructions and expositions on intellectual property work, as well as the decisions and deployments of the Party Central Committee and the State Council. This is fundamental to our work on intellectual property. Second, we must adhere to a systematic approach. We must coordinate top-level design with grassroots exploration, emphasizing both overall planning and encouraging active practice in various regions, with central and local governments working together to improve the quality and efficiency of the entire intellectual property chain. Third, we must adhere to a problem-oriented approach. We must strengthen research, identify effective solutions, and concentrate our efforts on overcoming various challenges in development, addressing key and difficult issues in the field of intellectual property. Fourth, we must adhere to reform and innovation. We must comprehensively promote reform in the field of intellectual property, adding impetus and vitality through reform, and continuously improving our intellectual property governance capabilities and levels. Fifth, we must adhere to openness and win-win cooperation. We must coordinate international cooperation and competition in intellectual property, benchmarking against advanced international experience while highlighting China’s unique advantages, seeking mutual benefit and win-win outcomes through open cooperation. These are valuable experiences we have accumulated in our long-term development, and we must continue to uphold, consolidate, deepen, and enhance them.
II. Make every effort to accomplish key tasks in 2026
2026 marks the start of the 15th Five-Year Plan, and a good start is essential. The overall guiding principle for intellectual property work this year is: to adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 20th National Congress of the Communist Party of China and its subsequent plenary sessions, thoroughly implement the spirit of General Secretary Xi Jinping’s important instructions and expositions on intellectual property work and the decisions and deployments of the CPC Central Committee and the State Council, fully and accurately implement the new development philosophy, adhere to the principle of seeking progress while maintaining stability and improving quality and efficiency, achieve a good start to the 15th Five-Year Plan, comprehensively enhance the level of intellectual property creation, protection, utilization, management, services, and international cooperation, and accelerate the construction of a world-class intellectual property powerhouse with Chinese characteristics. We must focus on the following eight aspects of work.
(i) Uphold the Party’s overall leadership and earnestly implement the major decisions and plans of the Central Committee.
First, we must uphold the Party’s overall leadership over the intellectual property cause. We will strictly implement the “first agenda item” system, continue to prioritize the handling of “first priority” matters, and ensure that General Secretary Xi Jinping’s important instructions and directives, as well as the decisions and deployments of the Party Central Committee and the State Council, are implemented effectively. Second, we will continue to promote the in-depth implementation of the Outline for Building a Strong Intellectual Property Nation. We will fully leverage the role of the inter-ministerial joint conference mechanism for building a strong intellectual property nation, conduct a five-year evaluation of the Outline’s implementation, formulate a new annual implementation plan and key local work points, and identify and promote a number of exemplary cases. We will further promote the creation of demonstration zones for building a strong intellectual property nation and deepen the joint construction of strong intellectual property provinces. Third, we will complete the compilation of the 15th Five-Year Plan for Intellectual Property and its various sub-plans with high quality, and strengthen statistical monitoring of the plan’s implementation. We will guide local governments in the compilation and implementation of the 15th Five-Year Plan for Intellectual Property.
(ii) Accelerate the improvement of the quality of intellectual property creation to serve the goal of high-level scientific and technological self-reliance.
First, we will focus on the major strategic needs of the nation and improve the working mechanism for tackling key core technologies in intellectual property services. We will continue to improve the quality of intellectual property authorization and confirmation, and further promote innovation in the “on-demand examination” and re-examination models. Second, we will conduct in-depth special rectification of the intellectual property agency industry, improve the long-term regulatory mechanism for the agency industry, and promote compliant operation of agencies, standardized practice of agents, and a continuously improving order in the agency industry. Third, we will intensify efforts to address patent application behavior that violates the principle of good faith and malicious trademark squatting, improve the precise service guarantee for patent pre-examination, strengthen guidance on regional brand trademark registration applications, and promptly handle trademarks with significant adverse effects.
(iii) Vigorously improve the level of intellectual property protection and create a better innovation environment.
First, strengthen the legal safeguards for intellectual property rights. Accelerate the comprehensive revision of the Trademark Law and the Regulations on the Protection of Integrated Circuit Layout Designs. Improve the intellectual property protection system in emerging fields. Promote research on regulations for the protection and utilization of intellectual property rights. Strengthen the specialized legislation deliberation for geographical indications. Accelerate the construction of rules for data intellectual property protection and continue to deepen relevant pilot projects. Second, vigorously strengthen foreign-related intellectual property protection. Improve the cross-departmental coordination mechanism, strengthen central-local government collaboration, and enhance early warning and dispute resolution guidance for foreign-related risks in key areas such as standard essential patents. Third, further improve the intellectual property protection system. Deepen the implementation of the intellectual property protection system construction project, build high-standard intellectual property protection centers and rapid rights protection centers, continuously strengthen arbitration and mediation capabilities and credit supervision, and support the creation of intellectual property protection highlands. Build a national geographical indication protection demonstration zone. Fourth, continuously strengthen administrative protection of intellectual property rights. Increase the intensity of administrative adjudication and promote diversified resolution of intellectual property disputes.
(iv) Accelerate the release of the benefits of intellectual property rights utilization and promote high-quality economic development.
First, we will focus on building a long-term mechanism for the transformation and utilization of intellectual property rights, improving the intellectual property utilization ecosystem, and better promoting the transformation of scientific and technological achievements into real productive forces. Second, we will continue to deepen the work of inventorying and revitalizing existing patents in universities and research institutions. We will improve the pre-patent application evaluation and due diligence exemption system for patent transfer and transformation. We will explore working models for using artificial intelligence to promote patent transformation and utilization. We will support key regions in deepening the comprehensive pilot program for the intellectual property financial ecosystem and expanding the scope of services. Third, we will help key industries strengthen their intellectual property chains and increase efficiency, deepen the working mechanism for patent navigation services for industrial development and major economic activities, and promote the construction of patent pools in key areas to a high standard. Fourth, we will vigorously implement the trademark and brand strategy and the geographical indication utilization promotion project, support the cultivation of internationally renowned trademarks and brands, and vigorously develop geographical indication-based characteristic and advantageous industries.
(v) Promote the optimization and upgrading of intellectual property services and enhance their quality and efficiency.
First, we will continue to optimize the business environment in the field of intellectual property. We will further promote local pilot programs and summarize a number of reform measures that can be replicated and promoted. Second, we will strengthen the capacity building of public intellectual property services. We will study and formulate policy documents to support comprehensive innovation through public intellectual property services, carry out in-depth special actions to help enterprises benefit from intellectual property, and strengthen public services for tackling key core technologies. We will compile national standards for public intellectual property services and promote “unified acceptance and non-discriminatory processing” of various services both online and offline. Third, we will deepen the development and utilization of intellectual property data. We will optimize and upgrade the functions of the national intellectual property public service platform and promote interconnection and interoperability with local platforms. Fourth, we will promote the coordinated development of public intellectual property services and market-oriented services. We will further promote regional cooperation and assistance in the intellectual property service industry and actively cultivate foreign-related intellectual property service institutions.
(vi) Deepen international cooperation on intellectual property rights to serve high-level opening up.
First, we will deeply participate in global intellectual property governance within the framework of the World Intellectual Property Organization (WIPO). We will promote the formulation of international rules on intellectual property in emerging fields and new business models such as artificial intelligence. Second, we will continue to deepen intellectual property cooperation under the Belt and Road Initiative. We will accelerate the implementation of the outcomes of the Third Belt and Road High-Level Conference on Intellectual Property and strengthen intellectual property cooperation with countries in the Global South. Third, we will continue to improve institutional cooperation on intellectual property. We will actively play an important role in the cooperation among the five intellectual property offices (China, the US, Europe, Japan, and South Korea) and in intellectual property cooperation among BRICS countries. We will promote pragmatic cooperation in smaller multilateral cooperation such as China-ASEAN, China-Central Asia, and China-Mongolia-Russia, and consolidate and deepen cooperation with neighboring countries. Fourth, we will strengthen bilateral cooperation. We will continue to implement the China-EU and China-France Geographical Indications Agreements and successfully organize activities commemorating the 30th anniversary of cooperation between the China and UK Intellectual Property Offices. We will support the orderly deepening of international exchanges on intellectual property in various regions.
(vii) Deepen the implementation of the intellectual property rights strengthening action and continuously consolidate the foundation for the development of the cause.
First, strengthen grassroots infrastructure. Support local governments in enhancing professional skills training, bolstering grassroots workforces, and promoting the standardization and normalization of grassroots intellectual property work. Second, deepen intellectual property talent cultivation. Collaborate with the Ministry of Education to establish a number of specialized intellectual property colleges, jointly build a high-standard international intellectual property college, further improve the professional degree system for intellectual property in universities, and vigorously strengthen the training of foreign-related patent lawyers. Third, build a high-standard high-end intellectual property think tank.
